Old Town Commons (OTC) is a newly constructed neighborhood in the historic north end of Old Town Alexandria,Virginia, a close-in suburb of Washington, D.C. A public/private partnership between leading developer EYA and the Alexandria Redevelopment and Housing Authority (ARHA) transformed an under-performing public housing site in Alexandria, into Old Town Commons, a vibrant, urban, pedestrian-friendly, and transit-oriented development.

OTC is located in the historic Parker-Gray area of Alexandria. The district has a rich heritage as part of Alexandria’s African American community. After the Civil War, when its neighborhoods became a haven for former slaves, the African American population was close to 90 percent. By the 1950s, racial segregation in housing and black-owned business in other parts of the region solidified the identity of the district, known then as Uptown, as a vibrant center of African American life.

The award-winning new construction managed to double the former housing density using a combination of taller multifamily buildings and three- and four-story townhomes that blend seamlessly with other Old Town rowhouses.
